But on occasion there may be increase or decrease, so a fixed number is not stated. At the Shrine of the Great Deity and the Watarai Shrine[165] a horse is added for each (1 tan of tax cloth for headstalls of their bridles). To the Mitoshi Shrine[166] are added: a white horse, a white boar and a white cock. Fifteen days before the festival day 8 members of the Imbe[170] and a Palace Woodworker are ordered to make the ceremonial articles for offerings to deities. (But the quivers are made by the quiver-weavers, and spearhandles are sent up by the Province of Sanuki to be received by the Bureau of Carpentry 5 days before the festival.) An official of the Imbe inspects the making of them.

But if there is no one of official rank in the Imbe and there are not enough for the complement of nine Imbe in the kambe,[171] one of the civil officials is made to serve in dual capacity. But material for pure robes and the foregoing foodstuffs are not furnished to the woodworkers. On the day of total abstinence,[174] at daybreak the various symbolic offerings are consecrated both on top and below the offering tables in the Sai-in[175] of the Jingi-kan (the officials in charge having previously spread the offering mats beneath the ceremonial tables). The Bureau of Housekeeping[176] sets up the seats within and without. (The setting up of seats is the same for the other festivals.) The officials of the Jingi-kan lead the procession of Sacred Maidens and others and enter through the Center Gate and take their places by the West Building. They face east with rank ascending to the north.[177] The Great Ministers and below enter through the North Gate and take seats by the North Building. (The Great Ministers face south, Imperial Advisers[178] and above take seats to the east of the building and face west; princes and masters[179] take seats to the west of the building and face east.)
